SENIOR MANAGER: CIVILS, PERWAY AND STRUCTURES

Purpose:  To Execute an assurance role over the Concessionaire for long-term preservation of Gautrain assets throughout the asset lifecycle and manage compliance to the Concession Agreement with regards to the implementation of asset management and maintenance plan for all Civils, Perway and Structures assets within the existing system, future expansions and extensions.

Responsible for managing applicable stages of project lifecycle from initiation through to project execution, handover / commissioning and project close out with respect to deliverables, approved budget, schedule and compliance with statutory requirements for safety, quality and environment. Technical input into tendering process for projects, i.e. costs, specifications, criteria etc.

Requirements: B.Sc. /B.Tech in Civil/Structural Engineering, Registration or registerable with a council of professional practitioners recognised in South African law. Honors or Master’s Degree and Project Management qualification will be added advantage. Minimum 5 years’ experience in practical application of infrastructure maintenance principles and management of assets, Experience in multi-disciplinary railway engineering systems, Maintenance engineering and maintenance principles of buildings, structures and railway infrastructure. Must have knowledge in construction management contracts, Understanding of engineering principles, Maintenance management principles, Negotiating skills, National Building Codes, NHBRC, Relevant international and national infrastructure design specifications and standards.

Key Responsibilities:

Key Activities:

Assess the implementation of the Concessionaire’s infrastructure asset management and maintenance plans, particularly track, civils, structures, bridges and tunnels

  • Monitor compliance of the Concessionaire to the Civil Works Infrastructure Management System in line with original or adapted CSIR Struman Bridge Management System and international best practice
  • Assure compliance to the best track maintenance management and railway safety standards, e.g. Network Rail, RSR SANS 3000, Transnet standards, etc.
  • Review and evaluate Concessionaire’s monthly asset management reports
  • Review the Concessionaire’s asset management and maintenance plans
  • Conduct planned and ad-hoc inspections to assure implementation of plans
  • Evaluate and approve any civil engineering design calculations for improvements in the system.

Analyse the Concessionaire’s infrastructure asset condition and maintenance reports to assure that all aspects of asset lifecycle management are met including performance targets, replacements or upgrade of assets

  • Conduct periodic condition inspections and generate reports of the following assets:
  • Track – rail, ballast, sleepers and fasteners
  • Structures
  • Buildings
  • Bridges
  • Tunnels and Drainage Structures
  • Rail reserve utilities
  • Review periodic infrastructure systems reports and asset condition scorecards completed by the Concessionaire and analyse how these relate to System Performance
  • Conduct audits to determine the condition of assets and generate reports
  • Update the lifecycle cost of assets within and beyond the Concession

Develop systems for the assurance of the integrity of the asset register and updates thereof

  • Develop relevant procedures to assure that the Concessionaire updates the asset register
  • Assist in the updating of the asset register by obtaining information from the Concessionaire
  • Manage compliance to the Concession agreement in terms of maintenance and renewal of assets

Develop and implement an asset management framework to create a platform for management of obsolescence and the implementation of new technologies and innovative ideas

  • Develop quality management and assurance systems for assets
  • Approve plans for System enhancements for better reliability
  • Develop processes for management of obsolescence
  • Identify new technologies appropriate to improve System efficiency

Evaluate the performance data of assets as reported by Concessionaire and identify areas of improvement

  • Conduct system performance audits
  • Analyse data generated from condition monitoring systems and generate trend analysis reports
  • Analyse data generated from performance monitoring systems in relation to maintenance inspections and asset management data
  • Identify existing and emerging risks and implement mitigating measures

Plan for and manage processes for addition of new assets into the System for capacity improvements and / or System enhancements

  • Plan for acquisition of new assets with regards to technology evolution
  • Develop processes for integration and interoperability of new assets into the existing System
  • Develop processes for managing technology evolution with regards to maintenance of new assets and spare parts management
  • Evaluate System readiness to operate, maintain and manage new assets

Manage the projects as per project lifecycle, from initiation, planning, execution, monitoring and control, commissioning and handover and final closeout

  • Execute projects according to the project life cycle, i.e. from business case through to  feasibility, implementation and handover
  • Develop and manage processes for project engineering management
  • Conduct design reviews at various stages of the project
  • Evaluate project performance and validate the outcome
  • Monitor and update life cycle cost of assets
  • Assess Concessionaire’s compliance to assets disposal and renewal plan
  • Assess Concessionaire’s Change Management and Project Handover Process during the Concession to ensure that all changes and enhancements to the System are documented in line with good industry practice

Compile reports as required by the Annual Performance Plan, i.e. Quarterly and Annual Reports

  • Prepare content of the respective section for the quarterly and annual reports
  • Monitor deliverables and provide evidence for Annual Performance Plan

Assure compliance of the Concessionaire to the relevant legislative requirements

  • Compliance with National Railway Safety Regulation Act, GMA  Act and Concession Agreement
  • Compliance with the relevant maintenance standards and specifications of assets, e.g. Network Rail for Track, Group Rail for Rolling Stock, National Building Regulations for stations, internationally acceptable standard specifications and standards
  • Compliance with environmental regulations for protection of the environment and sustainability

Manage sub-ordinates and provide leadership for further development and training

  • Manage the performance of sub-ordinates
  • Provide leadership to the career development of sub-ordinates
  • Perform continuous organizational development and alignment in terms of job profiles and outputs

  • Manage client interface and stakeholders, e.g. Concessionaire, Municipalities etc.
  • Conduct respective design studies, engineering calculations, design reviews, validations and approvals.
  • Develop and ensure compliance to specific engineering procedures for projects, i.e. document control systems, configuration management
