Purpose:  To manage the Gautrain’s system operational performance (trains, buses and stations) as defined in the Concession Agreement in order to meet minimum specified service levels for user satisfaction.

Requirements: B.Com Degree in transport/ logistics or Honours Degree, MS Project will be added advantage. Minimum of 5 years relevant experience in Transport, business, logistics, statistical analyses. Must possess Proficient knowledge in Operational Management/ Concessions, PPP, Rail Commuter, Project Management, MS Word and strong analytical skills.

Key Responsibilities:

Key Activities:

Manage Gautrain’s performance management system as defined in the Concession Agreement.

  • Compile and coordinate the monthly Performance Committee evaluation worksheet documentation / Dashboard in order to evaluate system performance and determine penalty percentage for operating fee deduction.
  • Compile input document for finance department to confirm PG reductions / Operating Fee deductions (from PG Invoice and Performance Reserve Account (PRA)) and applicable Fare Evasion Rate.
  • Monitor “Project Event” notifications by the Concessionaire up to its logical conclusion and make sure that PG reductions are effected by the Senior Manager Revenue Management and Monitoring.

Interpret and execute relevant strategic plan initiatives.

Monitoring the availability and punctuality of the train and bus services.

  • Receive train and bus service availability and punctuality information.

  • Propose corrective action in train and bus performance.
  • Liaise with Asset Maintenance section to align corrective action proposals.

Monitoring the overall system performance against target.

  • Receive system performance information.
  • Evaluate system performance.
  • Analyse trends in system performance.
  • Propose corrective action in system performance.
  • Liaise with Asset Maintenance section to align corrective action proposals.
  • Plan and execute the monthly / annual monitoring of non-penalty related operational requirements (e.g. queue lengths at Ticket Vending Machines, parking queues, etc.) in order to improve service quality.

Review correctness of performance reports based on specifications and audited information

  • Review relevant monthly, quarterly and annual reports as submitted by the Concessionaire
  • Analyse and compare the Gautrain’s performance with monthly Customer Comments reports and the 6 monthly Customer Satisfaction Surveys to identify and address gaps between the actual service performances versus performance experienced by customers. Liaise with marketing and communications department.
  • Execute performance audits of the Concessionaire’s measuring tools (i.e. scorecards) to verify correctness / effectiveness of toolkits to maintain service standards.

Develop, maintain and improve system operational protocols (i.e. timetable changes)

  • Identify the need for operational protocols.
  • Develop new operational protocols to enhance the management of system performance.
  • Review existing operational protocols annually and propose changes or improvements where applicable.
  • Agree operational protocols with the Concessionaire.

Develop and improve compliance strategies within the parameters of the Concession Agreement

  • Evaluate compliance strategies on a continuous basis.
  • Identify shortcomings in the current compliance of performance management.
  • Develop compliance strategies that would improve performance compliance.

Provide inputs to operational contractual variations that ensure optimal outcomes.

  • Assess new/proposed variations to the Concession Agreement in terms of its possible impact on system performance.
  • Guide the variation team in terms of limiting the impact of any variation on the system performance.
  • Propose changes to targets or exclusions from penalties for the duration of variation works.
  • Ensure that the impact of variations are monitored within the agreements of the variation.

Other Activities

  • Participate / lead projects as required.
  • Prepare monthly, quarterly and annual reports relevant to the department / position. 
  • Prepare general and contractual correspondence.
  • Perform Contract Management on all system performance components of the Concessionaire Agreement.
  • Budget for annual operational variations cost and the management thereof.
