Legislative
The GMA is a GPG Public Entity, listed under Schedule 3 of the PFMA, which derives its mandate primarily from the GMA Act. Legislative mandates of the GMA arise principally from the following:
- GMA Amendment ACT 2 of 2017 (GMA Act);
- The Gautrain Management Agency Act, 5 of 2006 (GMA Act);
- Public Finance Management Act, Act 1 of 1999 (PFMA);
- The Gauteng Transport Infrastructure Act, Act 8 of 2001 (GTIA);
- The Treasury Regulations and Section 76 of the PFMA;
- The National Land Transport Act, Act 5 of 2009 (NLTA).
In addition to the legislative frameworks, the policy and strategic frameworks that impact on the functions of the GMA include
- The Medium Term Strategic Framework (MTSF);
- The New Growth Path (NGP);
- The National Development Plan (NDP);
- Gauteng Employment, Growth and Development Strategy (GEGDS);
- Gauteng 25-Year Integrated Transport Master Plan (GITMP);
- Gauteng Transport Implementation Plan – 5 Year (GTIP5);
- Presidential Infrastructure Coordinating Commission (PICC);
- The Public Service Corporate Governance of Information and Communication Technology Policy Framework;
- The Public Sector Integrity Management Framework;
- Protocol on Corporate Governance in the Public Sector.
