During this phase the MEC will cause a notice to be published containing a description of the draft preliminary design as well as the particulars of the times and places where the draft preliminary design report and the environmental report can be inspected by interested and affected parties. Interested and affected parties will be provided the opportunity to comment in writing to the relevant MEC on the draft preliminary design
